Neighbors puppy chained outside! HELP NOW!
So our neighbors got a pitbull puppy and it's been chained to their front patio via a 4-6 ft leash since at least 5 AM this morning in absolute downpour (although it stopped raining about 11 AM); however, it practically choked itself on the collar, whining and trying to get inside... It doesn't have a shelter outside, and it isn't allowed to be tethered outside either... ANYWHO, it is still outside and it's supposed to get close to 32F tonight... I called the local police---who then proceeded to come out, look at the dog, and leave---pretty much nothing... I don't know what else I can do, if anything, or who I can contact that will actually do something about it... Thoughts? Suggestions? Help!

Husbands should be like Kleenex: Soft, strong, and disposable.
Animal control and ASPCA are closed, I already called and there is only an injured animal hotline out of Houston, but they said I'd have to wait and call the ASPCA tomorrow...
ETA: The neighbors finally came out and took the dog in because it was going nuts scratching on the door... Phew! Let's just hope they don't do this again tomorrow... Would you pursue this any furthur?
I would, absolutely. Document the days, times, and take pictures of when the dog is outside in the rain/freezing cold. Take those pictures to animal contro/ASPCAl. If a dog is tethered outside, I believe animal control says it must be provided with shelter and water... Don't quote me on that, but I thought that was true (at least for my city).
Are you friendly enough with the neighbor to go over there and say 'hey, wtf?!'
They just moved in and don't seem too friendly at all---more like the people who got a pitbull just for the rep, though I could be completely wrong... that's just what it feels like to me..
I'll definitely keep an eye on it and start by talking to the front office---they'll get fined if they do it again after they've been warned I believe...
Get that collar off the dog, cut the lead, whatever you have to do and take tha poor weebus in.

Try contacting Dogs Deserve Better for some literature you can give them.

Sigh. This makes me sad. Pit bulls get such a bad rap and its not fair that 9/10 have sh8tty parents. I agree, if it happens again, I would personally take him inside for the night and call animal control. GL. That breaks my heart
