So I said in the PP that I called the PD the first night and they didn't do anything...
I called Animal Control (AC) the next day (Day 2) around 4 PM when it was clear the police hadn't told AC about the dog. The AC Officer went home at 4 PM and was no longer on duty so I'd have to wait until Day 3. I called the Houston SPCA to make a report, but was told they don't work our county since its too far and doesn't border the county that the city of Houston resides in. Day 2 - night - the dog is still outside. I call the PD again. They come out, look at the dog and leave. I call them back and ask why they didn't do anything. They said the dog had food and water, looked healthy so there wasn't anything wrong. I then quoted the Texas tethering law to them, and they conceded and said yes the owners were in violation and they'd have AC come today (Day 3). By 10 AM, AC is still nowhere to be found so I called them and told them I wanted a response ASAP. Then I called the maintenance people---we have a no tethering rule in our community, and a no pitbull/pit mixes (unfair, but that's the way it is). The were out here at 10:30 AM. AC couldn't take the dog because it was tethered, but she left a notice and gave it a longer tether; maintenance contacted the owners and said that they couldn't have that breed here, let alone tethered for 48 hours straight. So the man who lives there went to out shelter and started ranting at them for taking the dog, even though they didn't, then came home, loaded the dog into the car and drove off... I'm not sure if we'll see the cute little puppy again. I can only hope it's going to a better home (not a roadside drop off), and get consolation out of the fact that the man stepped in it's poop. So sad
ETA: The man just came back, after being gone for only 20 minutes, and the dog is not with him...
2nd ETA: I believe the dog is locked in the car with the window cracked... you can hear it yapping... not sure what they plan on doing with it

I hope that poor puppy ended up somewhere that will see it safe and lovingly housed in the future!

He won't talk to any of us and I think there is more going on in that house than legal... I have contacted a rescue so hopefully they'll get a hold of them
