How would you interpret this:

So basically kids under 3 are free - whether you just turned 2 or are 32 minutes away from turning 3?

I hate that stuff.

I think they mean if you are anywhere from today is your 2nd birthday and up then you have to pay. If tomorrow is your 2nd birthday, you're free.

I think if it says 2 and under it means up till your 3rd birthday- If it says under 2 then it means up till your second birthday-
