Follow-up or not?

Last Tuesday I had a 2nd interview for a position I am very interested in.  I was told at the interview they were looking to make a decision by the end of the week.  They also took my references. 

I have 2 people on my reference sheet who I'm still in contact with and they have not received a call from the company about me.  Based on this and that it's Monday and I haven't heard from them, I'm guessing I didn't get the position.  On the other hand, it's possible they just got busy and weren't able to meet their own timeline for hiring.

I'm contemplating sending a follow-up email to the Manager that I interviewed with initially asking about the status of the position.  I'd like to just move on mentally if I didn't get the position.  Plus, I have an offer with a different company that I need to make a decision on but the company I haven't heard from is my first choice. 

What's the status these days of sending follow-up emails?  I remember years ago it used to be the case that you needed to follow-up to stand out.  These days I've seen positions state that contacting them would result in disqualification.  I don't want to ruin my chances of getting the position by sending a follow-up but am getting very anxious waiting to hear from them and not sure how to handle the offer I do have.
