A friend of mine is looking for part time (not retail) work in the Cypress area. She is needing something in the $20/hr range and around 20 hours per week. Any leads?

Sorry, this made me LOL because since you don't list her background/ education/ experience/ anything, no one can recommend anything that's not entry-level or unskilled labor... not exactly jobs that pay $20/hr. It looks like she's looking for a pot of gold to drop in her lap!
