DH had a phone interview for that job in Pittsburgh last week, and the HR person from his company called him yesterday and told him that the interview went well, but the original salary range they had discussed (which would have still been a pay cut even if he was at the top) was wrong. Apparently the salary cap is about 30% less than he's making now. What she originally told him would have been only 10% less. He asked her if they could go up even a little bit, so he could only have a 20% cut and meet in the middle, and she's supposed to be getting back to him today.
Does anyone have any advice on how to negotiate this further? Or is he pretty much stuck if she comes back and says that's as high as they'll go? I have no idea about this stuff since I have never worked in any kind of corporate or even office environment.

No help on the negotiation but I am very familiar with Pitt. I grew up not extremely far from there, would visit often and at one point we were house shopping to move there.
It is definitely a LCOL. Housing is cheaper, groceries are cheaper etc. I don't know that I would say it is a 30% difference but the salary decrease there would definitely not be as bad.
I think Ondrea has some good points. If you really want this move and are willing to take the pay cut, then I would ask for other options such as additional vacation time. Are there any stock options that can be added in?
Jen also brings up a great point and I would check on room for growth.

We're from there, so we're pretty aware of the COL, and we would also probably be living with my mom at least for a while (that was our plan for if we ever moved back there anyway) to save to buy a house, so honestly it's not really a could we survive thing, it's more do we really want to lower our income that much just to be close to family and friends.
There is also major potential for growth in this position, unlike the position he's in now, so that's not a concern.
