Wax paper and chilling dough are helpful. Rolling dough out between wax paper sheets before chilling has worked for me also but I don't always have space in the fridge to chill it this way.
Powdered sugar is great on the counter, especially if you've already rolled the dough a few times/are working with scraps. Too much flour has dried my cookies out before.
ETA: I posted before reading the thread. I don't know why I always do that. lol

I totally agree with chilling the dough, if you don't already. I can't roll out my sugar cookie dough without having it cold or it makes a sticky, awful mess. Eek!

I think the recipe can make a huge difference. I like this recipe for how easy it is to use: http://bakeat350.blogspot.com/2008/04/taste-of-yellow-yellow-rose-sugar.html. I've always used a LOT of flour to roll these out and they never come out tough or dry. It also calls for cold butter and you can roll them out immediately - no need to chill the dough. I hope this helps!
I know people who swear by rolling the dough between two sheets of wax or parchment paper, but that never seems to work for me - I'm sure it is user error
