Cat Urine Carpet Cleaner

Our male cat has FLUID and had/has some peeing issues. I found two spots on our basement carpet (usually he just pees outside the litter box). I cleaned them up with a regular spot cleaner but I want to try to clean the whole room with our carpet steam cleaner. Does anyone have recs on something that works with a carpet cleaner?
Also a sort of unrelated question...any reason he would be choosing the basement carpet now? He hasn't peed on anything (other than the litter mat) in a looong time. Now he's peed twice on the carpet in the toy room. Could he be doing out of anger for our kiddo or do you think it's related to his FLUID?
