Outside attractor?

So Dapper hasn't gone potty outside at all since coming home. He's pooped twice and peed three times. It's usually right after we come in too 
Cocoa on the other hand has gone every time outside. Yay! So, is there something I can spray on the grass to attract Dapper to go outside? What can help me with this issue. I want to get it nipped in the bud asap.
Also, we are starting to think that Cocoa was abused. Every time you go to pet him, he cowers down. I think someone used a heavy hand with him 
He seems to be opening up a little and will walk around with us but if you turn to quickly, he'll run away. It will take time.
