Cheapest place to get good cupcakes?

I'm not a baker but I was put in charge of cupcakes for a friends baby shower.

I don't want/need anything super fancy but I also don't want them to look like I got them from the grocery store.

I bought some from HEB and had them done with white whipped frosting.  They were very plain.  I added my own sprinkles and cupcake toppers.  I had at least 10 people ask where I got them.  They would have never guessed $5 a dozen at HEB.

Central market has even better cupcakes than a regular HEB and still only $5/dozen.  Amazingly good for a cheap price IMO.  We drove from Humble to Central Market just to get them.  You can get whatever icing color and choc or vanilla at no extra cost.

We've gotten cupcakes from HEB for R and had no complaints  I'm more than happy to be a guinea pig for you.
