Well, my work pants I like NY&Co "short" sized pants. But only if they're on sale, because they have sales so much. I feel like a sucker paying for anything full price there. I have never boughten jeans from them, but I would bet the short one would be good, maybe I'll try them on sometime.
Jeans I typically am just that silly looking girl who cuffs the bottom rather than hemming, I havent had luck finding good shorter pants that arent too short on me.
I changed my name
See, that's where I'm at as well. The Target numbered jeans are sometimes okay, but I already have a pair of those so I would like a different fit for some variety.

I second NY&Co, their pants are great. My bff is a shortie and she has bought jeans and dress pants at Banana Republic and they fit great! She bought a petite short and it was perfect on her.
I've been getting mine from Ann Taylor Loft in the petite line. I'm 5'4" so "short" jeans work well for flat or flip-flops, but I need "regular" if I'm going to wear any kind of a heel.
Gap "ankle" and Old Navy "short" also work fine for me length-wise, but Ann Taylor Loft tends to work better at fitting my curves (I have a smaller waist and big butt, so in many brands I get the "gap" at the waistband...).
My mom is short (I'm short too but I don't buy a lot of dress pants) and she has had a lot of luck with NY&Co.
ETA: I have 2 pairs of Levi's that are the perfect length with no alterations. The only thing I don't like about them is they have a good bit of stretch and I have never been a big fan of stretchy jeans. I deal with the stretch for the good length.
The Levi's I have also alleviate this problem.
I have a short inseam as well. And, quite frankly, it sucks.
I used to hem my jeans for the longest time but doing that doesn't offset that the knee portion of the jean is still on my shin. My upper leg is what is short. I honestly need to buy jeans that are bigger and go get them tailored all over.
My sister does a combination of hems and heels. It's like $10 to get someone to do a proper hem. When we still lived at home, my mom took care of that for us, but neither of us ever learned to sew.
I have the opposite problem. Thankfully, as people are wearing higher heels, pants have been getting longer. My high waters of 10 years ago have mostly finally been replaced.
