My German Shepherd has snapped her 3rd collar in 2 months. I have no idea how this is happening because she doesn't really pull when I walk her. The buckles just keep snapping. I'm not a fan of choke collars so that's a no-go. Any other suggestions?

Get a harness. It's less stress on their neck when they do pull and much more sturdy. They make them for all size dogs and it's well worth the money in my opinion.

If you prefer to stay with flat buckle collars, your best bet is to get a Lupine collar. They have a lifetime guarantee, even if the collar is chewed.
You should also work with your dog on not pulling. Not only is it dangerous for him, but also for you. If you haven't yet, I recommend going to training classes with him to work on loose lead heeling.
Dawg broke several things before we got one from Boomerangtags, but I"m not sure their buckle would stand up to what you're dscribing.

they sell a colla r w/ tag--Dawg hs been using hers for like 5 years.
I like a limited slip collar. It goes over the head but isn't a choke collar as it has a stop. If you have the proper fit, a dog can't back out of it like they can a buckle collar so to me it's safer.
I like the ones from White Pine Outfitters or Mes Amis.
