Sorry for all of the "newbie" questions, i just havent owned a puppy this small in a while
Our other dog is a little over a year old, and while im at work she has rawhide snacks etc, BUT since our new puppy is so young i know she cant have the same kind of treats. is there something i can give her that will keep her preoccupied while im at work? are kongs safe at 10 weeks?

Yes, they make a puppy kong -- fill with banana, low-fat plain yogurt or cottage cheese, a little bit of peanut butter (it's high in fat, so I only use it to cap the ends), berries, Zuke's Mini Naturals treats, etc. and freeze.
I'd switch out your older dog's rawhide treats for bully sticks, an antler, or a Nylabone. Rawhide is not digestible, so it sits in your dog's stomach and swells. There's potential for an obstruction, or illness, because most rawhides are made in China, which has a history of exporting contaminated pet and people food.
