Newbie Question about perennials

I am getting ready to plant my first perennial garden. I'm in the plant research stage. I have read about several plants that require cutting down to 6 or do inches before winter. My question is if a plant tag says it grows to say, 36" tall and 24" wide, but it is suggested to cut it down... does that mean it will re-grow to its full potential every new season?
