Does no one have phone etiquette?

I got a text that said "hey" from a random number, but it had the same area code as my hometown, so I thought maybe it was someone I know, but didn't have the number saved.

I replied Hi, who is this?

Number called me. I said hello, they said who is this?

Again, I asked to whom am I speaking? Wouldn't reply, so I hung up. They called back, I ignored.

Does no one know that the proper etiquette is for the person who calls to identify themself? Or is this obsolete these days?

Warning No formatter is installed for the format bbhtml
