Painting in formal dining room

I would like to paint our formal dining room but I am having trouble figuring out how to do it.  We have a chair rail and picture frame rail under it.  If I go for a two tone (lighter on top/darker on bottom) is the inside of the picture frame the same color as the bottom wall or does it get a different color?  Ideas/suggestions please! TIA

    The chair rail is the one that goes all around the room. I think the "picture frame rail" the OP is refering to are those squares or rectangles made of trim. Like this... IMG_4107

  • Yes the picture above is what we have and trying to figure out if the paint should be a different color on the outside from the inside or just paint the same and use the frame to "pop" it.
