I need at least 25 inches from top of shoulder to hem or I'm showing belly skin. More if I want it to actually cover my belt or sit mid-bum.

What type of shirts are you looking for?
For layering tanks I find that American Eagle ones are so long. Target also had some that aren't ribbed that are really long and great under shirts.
As far as blouses it's so hit or miss for me. I buy a lot from BR and JCrew. I know Banana has a "tall" section on their websites - sometimes I order from that if I want something longer. I believe Anny Taylor has a tall online section as well.

Shirts: Old Navy, Gap, BR (tall sizes)
I also buy from Anthropologie, Ann Taylor Loft, BCBG, and I have worn petite size tunics or dresses as regular tops which sounds ridiculous but looks normal on my freakishly long torso.
