I bought a suit that has a pencil skirt to wear to job interviews. How high up is a pencil skirt supposed to go? Waist? Belly button?

It also depends on the length/shape of your body.
My BR and J Crew pencils sit higher; like belly-buttonish, but other's like Target, are lower on my hips

I think a lot of more formal skirts are supposed to sit there vs. 'trendy' skirts that sit lower. I would just wear it so that it isn't pulling. For example, when you put it on, where does it naturally want to go? Trying to make it sit on your hips won't work if it's supposed to come up to your natural waist. Examples:
