Before the FHA signs off on our loan, we need to scrape the paint off the window sill (just one window) and under the rafters, and re-paint.
It is raining like CRAZY right now with no end in sight.
Is it possible to sign a contract with the painting company to do the work mid-July, when sun is guaranteed to come out, and submit that to FHA to sign off on the loan?

My (limited) understanding is that the work has to be actually done before they fund the loan. I know a friend of mine recently went through this, and she was scraping and painting any time the sun came out. Not ideal, but it got done in time for the loan to go through.
Can't hurt to ask whoever is helping you apply for your mortgage. But my guess is, they don't want you moving in with a health hazard (which I guess they consider peeling paint to be, if it's pre-1978/possible lead paint, or whatever)
I'd say check with your lender. Odds are that FHA won't fund the mortgage until the work is done.
Peeling paint is a health hazard (that usually indicates lead paint). FHA won't fund homes with known health hazards until the hazard is eliminated.
You might have to watch the weather really closely and find a hole in the clouds.
