Wallpaper on an uneven surface

I'd like to wallpaper over a super old door - but it has a recessed panel in the middle part, with kind of a graduated step-thing from the higher part to the lower part.

Going over that with paper would be a PITA, right?

I know paint would be best, but it's a 1928 house and there are a gazillion layers of paint that are chipping in various places and I don't want to hassle with peeling them off.

Kind of an odd situation, but it's the 2nd door in a bedroom (we don't use it at all - it's blocked by furniture), and leads to our kitchen, which is short on storage space.  What I want to do is pretty it up somehow, then install shallow shelves on it to use as additional pantry space.
