Is landscaping fabric a must?
We want to create a flower bed along our property line (6-8ft long). We plan on putting in some tall grasses along the backside of it to provide some privacy. It will not be a raised bed. Do we absolutely need landscaping fabric? Also, do we absolutely need mulch? We are new at this landscaping stuff, so your input is greatly appreciated.

Fabric - no, but it does help decrease weeds a lot. It can get expensive though.
Mulch - Yes, it is necessary. Otherwise you will spend every day pulling weeds. In our city you can get free mulch by contacting the local utilities place - they cut branches that interfere with the power lines, turn the branches into mulch. So it's not great quality but is free.
Bubbles are serious stuff.
I will just second this. I don't really like landscape fabric but I move plants around as they get bigger so I would just end up with a bunch of holes in it. Mulch is a must not just for weeds but to help retain water and keep the soil cooler.
Landscape fabric is for use under hardscape to stabilize the soil. It shouldn't be used for any other purpose.
Mulch is not necessary, but it will make weeding MUCH easier (it does not prevent weeds).
Fabric is horrible and I always see it coming up through the mulch when you don't put it deep enough (which most people don't).
I use just mulch which is a must.
