Put words in my mouth, please!

I recently posted about this job I wanted and asked whether or not I should be checking in while they "figure out a hiring budget." Around that time I had just contacted them so I wanted to wait a bit, but the general consensus was that I should check in every 1-2 weeks and see how it was going, especially since they told me outright they'd be making me an offer. The last I heard from the decision maker was, "We're really impressed with you. Hang in there please." That was a month ago.

I was planning on e-mailing the HR person this time. I have no clue what to say, though! "Hello [name]! Just wanted to check in and see how that budget was coming along!" ?? LOL. I am totally inexperienced when it comes to the interviewing/negotiating game. Help?
