if you get $$ through PayPal and then send that same $$ to someone else over PayPal, does PayPal charge a fee with each transaction?

I'm trying to figure out if it'd be better to cash out my PayPal $$ and mail it via check or transfer it via PayPal.

They charge a fee per transaction, and the seller pays. So it doesn't make a difference to you whether you cash out or transfer via PayPal, but if you do the latter the seller will pay a %. You don't pay anything to cash out.

You don't always have to pay a fee. I can't think of which option it is exactly, but if you use a debit card and select something else then there is no fee.

Gifting? I think if you gift, the receiver doesn't get charged but you do.

I pay our rent monthly via paypal and there's no charge to me or the landlords.  We have it linked directly to a checking account on our end--not sure how they withdraw.
