That sounds adorable!
I really like the bright pink & lime green color combo. Very girly, but more playful than frilly. You can have a lot of fun with that combo, especially in the summer. I saw a flower arrangement on pinterest with pink flowers and sliced limes in the vase. I can't wait to use it.
Crustless sandwiches cut into wedges comes to mind, but rather than go with cucumber, maybe pick flavors more appealing to small girls...like peanut butter, fluffer nutters, jam, and nutella. Even ham & cheese.
With regards to desserts, I'd go with bite size cupcakes and some cookies.
If the kids won't drink hot tea, I'd serve iced tea in their tea cups. I'd also make some sort of fancy punch.
Maybe request that the girls all wear dresses??
Here is a tea party I did a few years ago.
We asked the girls wear party dresses in the invite.
I think an important aspect of a tea party and one that makes it special is leaving the girls alone to eat.
The guest of honor has a bell and she rings it for service if they need something.
I watched them through a window to make sure they were ok every now and then. Its just so cute to see them act a little more mature than usual ;-)
For the parents that stayed at the party we served them food in the house while the girls were outside on the porch.

To add some color for your table decor, you could use gel water beads in vases! I was experimenting with some today, and they are SO cool looking, are non-toxic, and are actually a blast to play with! You can get them for a good price here:
