I'm relatively new to the gardening scene... Any help on how to maintain unruly rose bushes?

I'm somewhat of a gardening novice myself, but I've certainly learned a lot over the last year.
First off - it depends on what kind of Roses you're talking about. The newer "Knock Out" Roses require much less care in general after they put down good roots. They are much more pest and disease resistant than many other Roses too, although the Japanese Beetles here had taken quite a liking to mine before I started treating them. The creators of the Knock Out Roses say that they do not require deadheading or pruning, but in my experience if you cut off the spent blooms, always at an angle and in one clean cut, the Rose will have many more blooms than it would have without the pruning. It also seems to keep the plant healthier because it's not wasting energy on something that won't produce results again. A lot of times you'll end up with two or more shoots off of one previously pruned shoot which also further multiplies the blooms. I have two other types of Roses also - I'm not sure exactly what they are but they get the same care as my Knock Outs and seem to be happy with it.
In general here's what I do: I keep them all watered, use the Bayer Systemic 2-in-1 Rose food granules every 8 or so weeks (it also keeps the harmful insects down and won't hurt animals since you work it into the soil around the plant instead of spray it on), prune / deadhead them when they need it and then in the late winter I cut them all down to between 10" and 12" from the ground. I know that seems a little odd, but the first year I didn't know I was supposed to do that and one of my roses grew to almost 7 feet tall - no joke. By this time of year they have all grown back to about 3.5 ft tall.
