Can I port a cell phone number to skype?

I was wondering if there were any skype experts on here? Skype customer service is non-existent unfortunately.
We want to cut our cell phones off but would like to keep my husbands cell phone number for work purposes and if possible port it over to a skype online number. We would be living in Ireland. Is this even possible or do we need to get an Irish patterned number if we are residents there?

We have a skype number in our US area code from back home...which we then have forwarded to my Dutch cell phone here. We obviously have to pay for a Dutch cell plan for our phones so that they work, but you can forward Skype calls to any cell, regardless of the country (I think). Did that make sense at all?
