Help me decide an outfit for my kid.

Lily is turning four in August and I want to get her an outfit to wear.
I have narrowed it down to two choices.

Which one do you like better? Should I get the leggings or no? Help me. It doesn't have to be the same leggings as in the picture.

Oh, maybe I should mention that we are going to go with a Little Mermaid type theme.
Nothing fancy, a couple of balloons and maybe some plates with LM on it.
I like the top one the best, with the leggings.
But the second one (with leggings) might work better with the theme.
This is why I am so conflicted.
You get me. I love the way the first one bubbles on the bottom. I also love the stripes on the second, I'm a sucker for stripes. Plus it is totally LM colors.
Go with the second one.
