1 year AND 20 lbs, but the longer they are rear facing, the safer they are.
That being said, I turned Sam around right at 1 year (she was 21 lbs).
Sara is still rear facing at almost 16 mos (she was just over 20 lbs). She'll probably stay that way until she's too tall.
The law is 20 lbs AND 1 year old. Owen wasn't 20 lbs at 1, so even if I had wanted to switch him I couldn't have. He is 18 months & still rear facing. He has never known anything different & is perfectly happy. Your seat should have a rear-facing limit on it somewhere, most are 30 or 35 lbs. Owen will be rear-facing until he is too tall, since he will never reach the weight limit!
The AAP & governmnt have both considered extending rear-facing reccomendations & laws until 2.
Check up online on extended rear facing before you turn your babe. The longer you can keep them that way, the safer they are (per my research, at least).
