Could my dog have fleas?

About a week ago we saw one little black bug on my dog. Yesterday we saw another. Both times we combed through her entire coat very carefully (she is small so it didn't take long) and found nothing. She hasn't been scratching any more than normal, and is on vectra. I don't think she has them, but now I'm paranoid every time she scratches. I have two little bug bites on my ankle and I have convinced myself that they are from fleas.
My brother's dog had fleas once, and they were all over his body, but were easy to pull of his coat. The bug I saw on my dog looked like these, but was incredibly fast and very difficult to catch.
Should I buy a flea shampoo or something just to be safe?
