I've been through the same thing and for me, it was not at all a hymen-related issue. For me, it was vaginismus. My DH used to say that it felt like he was coming up against a brick wall when he tried to enter me. If your partner is feeling that, then I'd strongly recommend looking into this and finding a good doctor who knows what to do about it. Many don't know about it but if you find one who does, it will make a big difference.
They can check to make sure there are no physical impediments (like a hymen), talk to you about any anxiety you may have (which is the underlying cause of vaginismus), and help you work through that. My doctor was able to refer me to a gynecologist who specialized in dealing with it and he was wonderful. He recommended dialators and breathing exercises, which have worked wonders. There's no miracle cure, it's something that you have to keep working at, but it CAN and DOES get better!!!
