Was Romney not liked as an Governor in MA?

His approval started off at 66%, ended at 39%. (http://en.wikipedia.org/wiki/Governorship_of_Mitt_Romney#Approval_ratings_as_governor)
The bottom line is MA is too blue to go Romney.
Not to mention that since being MA governor, Romney has swung WAY to the right to make himself remotely appealing to the GOP base.
