Probably a very stupid question...
Is there any way to stunt the growth of plants (specifically tri-color willows) without hurting them? We've had an abundance of rain this year (and last too) and I have to trim them every 4 weeks which is getting a bit cumbersome because we have so many of them surrounding our yard. Prior owner planted them to provide privacy but if I don't constantly trim, it looks like we live in the jungle.

Yes, there are such things as plant growth regulators. They suppress growth hormones.
These are usually used by Commercial Arborists to prevent fruit formation or control overall size of trees near utilities (etc.). In most states you need a chemical applicators license to buy plant growth regulators, and they are very expensive.
