DH and I currently live in a condo, it gets crowded with more than 4 people over, but, I LOVE Halloween. We've been getting acquainted with our neighbors, but, some of the neighbors don't know each other yet. What do you think about throwing a block party? Perhaps an open-door, come as you are affair with apps and cocktails? I could see if other neighbors are interested so we can go house to house kind of like trick or treating? 
Ideas, thoughts?

I love it and love the idea of having everyone prepare an app. Then people know they'll be having an app dinner and no one gets stuck with making the entree.
I agree with floating the idea around to a couple of the neighbors you do know, just to make sure the date you have in mind works with the others.

I completely agree with the signature appetizer. It would definitely be interesting to see what your neighbors prepare. When asking if anyone is interested, if they seem hesitant about having others come INSIDE their condo maybe suggest having the party in a common area?
we do this in our neighborhood every year. everyone just brings a dish and their own drinks. it's a lot of fun and no pressure on anyone to "host". we just take turns as to whose house it's in front of.
we also do games for the kids and a little parade for them too. very informal but the kids love it.
