Actually, it was wrong in 2004. Then the rule creator came up with a BS stipulation that what he actually meant was not the incumbent, but the last popular vote winner (meaning Gore "won" in 2000, making Bush's 2004 win accurate with the rule).

LOL that is certainly not true. But I had to look this up because I'd never heard of the Redskins Rule and one of the first things I came across was the 2004 semi-inaccuracy.
