Barking!!!
How did you get your dog to stop barking at people and dogs? I know of the spray bottle but I don't want to do that in the winter when it gets really cold out.

I first taught my exH's dog to "Watch me." This gets his focus off the other dogs.
Then we did "Look at that!" I would reward him for looking at another dog, but before he got the chance to bark. This taught him that the desirable behavior was looking but not barking.
Basically you have to redirect their behavior from a negative one to a positive one. PP had some excellent ideas to help with that.
This is one of those behaviors that is hard to work on unless you have a good foundation of commands and work with your dog. If your dog doesn't know how to sit, stay, heel etc it is going to be exceptionally hard to get his attention off of barking and to focus on you in a positive way.
