By chance, are you going to the arts council event? (I figure its a good guess since its in February and its a Mardi gras theme!)
manyway, if so, I have attended and I think #2 is a good option. When I went, I wore a strapless brown knee-length dress from J Crew. The first dress is really cute, but something about three-quarter sleeves says more casual to me.
