what a mess right?  33 states have not implemented it and the government won't have it done in time for them.  I just want to keep my own insurance and pray it doesn't go sky high next year

The states face a bigger and bigger expense each year they don't implement it, from what I understand. Maybe they assume it will be repelled before they have to get into it? Setting up the exchanges alone is a nice job expansion.
