We recently got harness/seatbelts for our two papillon mixes. One of them was crazy in the car and the other one was subdued and just wanted to lay in our laps. Now that we've been the seatbelts on them, the previously crazy one is subdued and now the subdued one has started to go nuts and will yelp, whine, and twist trying to get out of the seatbelt. Is there a way I can help this behavior? I thought about sitting back in the back seat with them and giving small treats as we drive to teach them it's good to be in the car harness but I'm terrified the wiggling one is going to choke herself by twisting too much somehow.
Any advice?

Giving treats for being in the harness is a good idea.
I'd probably start out by giving her treats for good behavior when you put her in the car, more when you put the harness on her, and more if and when she continues behaving in the harne
