Advice for teaching child not to talk to strangers

I have a VERY outgoing 3 year old who talks to everyone.  i'm trying to teach him not to talk to strangers but it isn't sinking in.... any advice?

It's hard. Noah is outgoing and talks to everyone, too.  Have you told him that a stranger is "someone you don't know"?  This is something that I go over with my kids often.  Because even Noah (who is almost 8), will say that a stranger is

thansk for the tips.  yeah he is starting to think strangers=bad people for some reason so i had to remind him its just people we don't know.
