Need some fashion expert advice on couple tops...
since I am NOT one but like to look like I am 
Two questions:

2. Purchased this blazer....it is pretty short so needs a shirt to hang out underneath. 1. Is this blazer in style? 2. would you wear white or navy underneath or different color? and 3. what kind of jewlery would you put with it color/style if you see any great examples online I love links!

I usually make sure my scarfs have a fleck of color in them that matches my shirt. For a striped shirt, I think a plain scarf would look best. I'm not big into mixing patterns together.
The jacket--is it a gray color? If it's gray you could wear a variety of tops with it. You could go with any bright colors, black, and navy. Really, mostly anything goes with gray.
If it has more of a blue hue to it, I think navy would look nice with it. You could do solid navy or stripes. Stick to medium to dark colors since it's so light. Too many light colors would wash it out and make it seem plain.
1- Think you can definitely put the top/scarf together. I love the color combo and mixing of the patterns makes it a bit more interesting than if you threw a solid scarf on the shirt.
2- Super cute blazer, where's that from?! It looks like it's a pinstripe and since it's neutral colors you could really do anything underneath. If you're wearing a neutral pant I would add a splash of color underneath. If your pants are a brighter color then I would go with a white, navy, gray, etc. more basic shirt underneath.
For jewelry, I think you could do a chunky or a delicate piece depending on the look you're going for. If you do a neutral color underneath you could do any single color on top. If you're doing a color then maybe stick to a silver or gold necklace and let the colored clothing do the talking. Have you checked out Francesca's for necklaces? They have a lot of J.Crew knockoff items for really cheap!

I love combining prints and colors. The pink and blue scarf work, I would probably wear more of a navy with it, but thats just me
The blazer is very cute, like many PPs said you could wear almost any color with it because it is so versital. I think a pretty demin/chambray button down tucked into a pair of white, yellow, pink dress shorts or pencil skirt, or skinny jeans would be darling. With the button down I would go with a chunky short statement necklace. If you went for the white bottoms I would do a colored one, but if you go for a colored bottom stick to a neutral necklace, white, silver, gold.
