DH, G*d love him... He's a smart guy, but NOT a DIY-er. How frustrating! 
He sprayed the mulch for a couple of weeds coming up, and he apparently oversprayed, because now our shrub is turning yellow in parts, and obviously suffering.
Is there a way I can fix this?

Nope...Damage is done. I'd continue watering your shrub (what is is?) and maybe you could prune away the dead/suffering foliage.
You may find that the shrub pushes out new leaves, unless it is into the roots, and then you may find yourself replacing the shrub.
I agree with PP.
Without knowing what the shrub is or what you sprayed, it's hard to say for sure. Is it an older, more established shrub, or something fairly recently planted? Is the dead stuff on the older leaves or the newest ones? I would prune off the yellowy dead looking stuff for now and then keep an eye on the shrub. If you're seeing more damaged looking leaves and no new growth, it's likely the damage is done. But I'd give it a bunch of time to see if it puts up new growth.
