Question about renovating...
First time poster, longtime lurker.
Ii have a question about renovating your new home. Now I have friends who can install plumbing, electric and lay down tile and all that good home renovating stuff.
If you want to renovate your home, lets just say we want our flooring changed. Do we need to call up the town and get permits if a friend is installing them and tearing up the old floors? Does it have to be reported to the town that renovations are happening? In other words, even if its a little job does it need to be reported to anyone?
I live in NJ if that helps at all.

Flooring shouldn't require a permit, unless you're talking about ripping out everything down to the joists. If you're just taking up carpet or linoleum, etc. and putting down tile, that's fine.
Plumbing and electrical work beyond simple repairs usually does require a permit. Even if you're doing the work yourself (or a friend is doing it). Anything new you're installing or changing. If it's minor, the NJ permit website says you can start work upon notification without waiting for the actual permit to be issued, but you do have to apply for one. http://www.njpermits.com/faqs.asp#Text3_Anchor
