Have an apartment in Kettering Ohio and would like some d?cor tips to brighten up the living room! On a tight budget anyone have any ideas? where to shop at either at stores or online? anywhere I can get free magazines to get ideas?

I joined houzz.com which is full of decor ideas (but they are basically an advertisement for design consultants). I just like to get ideas and you don't have to hire these people.
I look at bhg.com (Better Homes and Gardens), hgtv.com. If you live in an apartment you are limited unless they allow you to paint walls. Also, go to any of the home improvement stores (Lowe's or Home Depot or Menard's) they have tons of magazines and books on stands that have every type of decor, including how to decorate "small spaces" like an apartment.
Not sure what your style is but I like CB2, West Elm and Crate and Barrel. I find their stuff relatively inexpensive but still good enough quality to last several years.
I've been using pinterest a lot for home stuff lately. It's great to see what other non-designer people do. You can get lots of realistic ideas that don't cost an arm and a leg.
I also love Houzz but I'll admit that's an "I dream I had the money to do this" type of a website.
If you sew (I'm just getting into this...) you could easily make some really cool pillows or curtains to give the room some brightness and personality. I'm shocked at how expensive both these items are if you don't do them yourself.
Lastly, my go-to stores are Target and Homegoods. I think they both have some really cute stuff and the prices are pretty good. Target has a LOT more online too.

I always love the selection that Hobby Lobby has, as well. You can also check some online handmade sites like Etsy and Artfire.
