Biting help

Ok moms I could use some ideas/help.  J has started biting R and nothing we seem to do to stop it.  At first I was thinking it was just J's way of ending a fight.  But now he seems to be just biting to bite.  He only bites R and his latest is to hit the sitter and I when we let him out of time out after he bites.  Any ideas to help getting him to stop biting?

EJ was a big biter, but as an only child it was all directed towards her friends at school, and I only dealt with signing the incident report when I picked her up. Eventually I had to suggest they allow her to have her paci because it would occupy her mouth and she wouldn't bite her friends. This made an improvement. It was really just her way of showing frustration/anger towards her friends when lacking the verbal skills to tell on them for taking the book she had. The teachers would separate her from the others (in the high-chair table) and remind her that we bite cookies, not friends.  Teething doesn't help with the biting, but it will get better! My biter has been reformed!

I was sort of hoping it was just a phase since they have always fought and until now R has pretty much always won.  But it seems to be getting worse instead of better.  Maybe we just need to wait it out but I feel bad for R with a his bite mark bruises

We read this book called No More Biting for Billy Goat and DD seems to get the point that "teeth are for biting our food and not our friends".  It's a good book because it deals with childhood frustrations.
