if so do you have section 8 tenants, Can you tell me a little about section and how it works. Is it thru that the state makes you fix /add things to the house etc? DH want to possibly try it out for our multi family unit we have the 2nd floor for rent and so far once the person knows we live on one of the floors they don't bother coming to see it. so DH was talking about maybe trying out the section 8. But not sure if its too much of a hassle.

I know this is an old post and my answer is really incomplete, but my sister has a Section 8 tenant. She bought her duplex from my uncle and inherited the tenants - two sisters who have lived there for years and are good tenants
I don't think they've ever had the government come and tell them to fix anything, but it's possible there was an inspection when they first rented. I think there are certain minimum standards you'd have to meet and I think that heat must be included in the cost of rent.
My uncle rented several apartments to section 8 tenants; he liked that he never had to worry about receiving his rent on the 1st. And one of his apts had no parking, so frankly, it was easier to rent to a poor person without a car.
