split parcel, land value, etc?

Random, I know, but please stay with me....

The lot behind us has a rental home and a rental trailer on it (ick). The people just moved out of the trailer. I am wanting to make an offer to the land owner to split the parcel and have us take over the part that has the trailer on it in our backyard. The owner of the property pretty much owns a lot of the land in my area and is considered the unofficial mayor :/

I've done a bit of surveying/parcel work for my job, but I haven't approached it from the residential side of things. I want to make a fair offer, but I also want that piece of crap out of my backyard since I'm pretty sure they are in a zoning violation.

Has anyone split a parcel or made an offer for a parcel based on assessed value? Feel free to email if that is easier -- bartonhounds AT gmail.com
