Street has 2 lanes on both sides and medium sized divider in the street. Bus full of kids pulls up and turns on the stop signs, full on flashing lights. Obviously the traffic behind the bus has to stop but what about the traffic on the other side of the road? Are they expected to stop?
Re: random driving question-
I am not sure about school buses, but for emergency vehicles, even if there is a center island you should still pull to the right incase they need to hop over and drive on the wrong side of the road (like if it is heavy traffic and they can't get through on the right side). ?Police will give tickets for not yielding your right of way to an emergency vehicle.?

If the
school bus is on the other side
of a divided or multilane (two
or more lanes in each direction)
highway, you do not need to
stop.
As far as the emergency vehicles, you do have to stop regardless of what side it's on!
