I get these at the bank, right? Do I need any crazy info like a SSN for the recipient?

They really only matter when they are cashed in. The person cashing them in must give their SSN.
My mom buys them for all my cousins and when she does, she does 123-45-0408 and the0408 would be for April 2008.

Yup, the bank and you can use your SSN. I always do.
I always get confused with what size bond I want, so I usually tell them what I want to spend. When you want pay $50, it is really a $100 bond that you are buying.
