Our tech team has launched updates to The Nest today. As a result of these updates, members of the Nest Community will need to change their password in order to continue participating in the community. It's a flat fee here, so it doesn't really matter on the car. It also goes by your birthday and you can opt to pay for two years at a time. To register a brand new truck and a bike it was like $300 (tops) for just over a year.
This website will have you pick your county and show the locations.
I don't think you have to be on his orders specifically. Give them a copy of your MIL ID if you must, to prove that you are his dependent.

MT is super relaxed too. I just renewed my license and switched from OH to MT. I was in and out in 10 minutes with my temporary license and the new one will come in the mail in a couple weeks.
ETA: All I needed to bring was my current license, SSC, birth cert, and a piece of mail with my name & our current address on it proving I lived here.

There's a difference between where your car is located (which the insurance companies need to know) and your state of residence. The drivers license is one way of establishing residence, but it isn't the only way. I plan to keep my Florida drivers license as long as possible, but some jobs require you to get a local drivers license and yet you can still maintain residency elsewhere.
Unless you really want to maintain residency elsewhere for voting purposes, Florida is a good place to establish residency as it doesn't have state income tax.
